UPK in Florida:  A report commissioned by the Foundation for Child Development in NY.

This report by Jim Hampton, the retired editor of The Miami Herald, was commissioned by the Foundation for Child Development in New York. It's a case study of how Florida came to pass a constitutional amendment in 2002 for high-quality, available-to-all pre-kindergarten; that will be available to all 4 year olds, in private and public settings, beginning with the 2005 school year.
